Municipality of Cuenca and University of Cuenca

On May 7, 2015 a Memorandum of Understanding (MoU) was signed between the Municipality of Cuenca, the University of Cuenca and WHITRAP. The main objective is to apply the Historic Urban Landscape approach, involving three main activities: i) research, analysis and evaluation of the characteristics and values of Cuenca’s heritage assets, both tangible and intangible; ii) organize a visioning conference on Cuenca’s Historic Urban Landscape to present research outcomes and to consult Cuenca’s citizens on issues of heritage conservation and future planning and design of the contemporary city; iii) publish the results and outcomes of the research and symposium. These will facilitate the decision-making process concerning conservation and development and enhance management effectiveness to be undertaken in this city listed as a UNESCO World Heritage Trust site.

Tongli Old Town Conservation and Management Committee (Jaingsu Province, China)

On March 10, 2015 a Memorandum of Understanding (MoU) was signed between Tongli Old Town Conservation and Management Committee(Jaingsu Province, China), Consiglio Nazionale delle Ricerche (CNR)-Institute for the Conservation and Valorization of Cultural Heritage (ICVBC) (Rome, Italy) and WHITRAP. The main objective is to apply the HUL approach, involving four main activities: i) research activities to investigate, analyze, interpret and evaluate the characteristics and values of both tangible and intangible heritage assets of Tongli (CH) and Priverno (IT); ii) organize mutual exchange visits of Chinese and Italian local government’s delegations; iii) organize two international workshops about this project’s aim, to present research outcomes, to discuss and interview with international and local experts as well as with Tongli and Priverno local communities; iv) publication of the results and outcomes of this joint HUL application. Out of this project will be created cultural heritage management tools for both towns according to HUL approach.

City of Edmonton, Old Strathcona Foundation, ICOMOS Canada

On 10 February 2015 a Memorandum of Understanding for Cooperation in Research on the Historic Urban Landscape (HUL) was signed between the City of Edmonton, Old Strathcona Foundation, ICOMOS Canada and WHITRAP. The main objective of this agreement consist on the development of research, analysis, interpretation and evaluation of the characteristics and values of Old Strathcona’s heritage assets, both tangible and intangible. The area of study and survey will be the neighborhood in its natural setting to identify and understand meaning and linkages at different scales, from the natural landscape to the broader community, to the historical core of the community, to cultural-historical ensembles of monumental buildings and open spaces, to individual monuments and historic houses, as well as the evolution and development through history of the different landscape, urban and architectural elements. Understanding this continuum in time and space will facilitate the decision-making process concerning conservation and development and enhance management effectiveness to be undertaken jointly by ICOMOS-Canada, WHITRAP, OSF and City of Edmonton. A international symposium and a publication regarding this subject will accompanied the MoU activities.

Xi’an Jiaotong-Liverpool University (XJTUL) - Research Institute of Urbanization (RIU)

On 1st December 2014 a Memorandum of Understanding (MoU) was signed between Xi’an Jiaotong-Liverpool University (XJTUL) and WHITRAP in order to establish a platform for joint activities. The main objective of this agreement consist on the establishment of research and educational platforms under cooperation terms, focus primarily on planning practices for the conservation and management of cultural heritage, with exploration of Public-Private Partnerships (PPPs) and financial strategies and mechanisms for the conservation and management of cultural heritage according to the HUL approach. Furthermore, both parties intent to design and implement a specific join training programme in these mentioned subjects. As part of the XJTLU the Research Institute of Urbanization (RIU) will provide expertise on some key strategic topics for a successful development of the objective of this MoU.

City District Government of Rawalpindi and National College of Arts (NCA) in Rawalpindi (Pakistan)

On 7 February 2014 a tripartite Agreement on Strategic Cooperation was signed between the District Coordination Officer (DCO) of Rawalpindi, the National College of Arts (NCA) in Rawalpindi and WHITRAP, for the revitalization of the historic core of Rawalpindi during the next three years. The Agreement outlines strategic cooperation activities to be jointly organized and executed in the context of the implementation of the 2011 Recommendation on the Historic Urban Landscape including research, the organization of an international symposium, training and publications. In particular a strategy for urban development planning and heritage conservation for Rawalpindi will be developed. This strategy will consist of advice on policies and actions for conservation and development, with a sub-division into short, medium and long‐term planning. 

National Research Council of Italy – Institute for the Conservation and Valorization of Cultural Heritage (CNR-ICVBC)

On 29 December 2013 a Memorandum of Understanding for Cooperation in Research on the Historic Urban Landscape (HUL) was signed between the National Research Council of Italy’s Institute for the Conservation and Valorization of Cultural Heritage (CNR-ICVBC) and WHITRAP. The objective is to jointly develop research on the theory and application of the HUL approach, which will be pursued by the sharing of expertise, the dissemination of best practices in the application of the HUL approach, in particular in Italy and China, as well as through collaboration in areas of joint interest related to the theory and practice of cultural heritage conservation within the Asia-Pacific region and other regions.
In order to develop strategies for management and conservation for historic towns, CNR-ICVBC and WHITRAP are developing the project Tongli (CH) and Priverno (IT) Comparative Research on the Application of the HUL Approach (2014-201). For more information see the following documents:

American Planning Association (APA)

On 12 December 2013 a Memorandum of Understanding for Cooperation on Planning for Cultural and Natural Heritage Conservation and the Historic Urban Landscape (HUL) was signed between the American Planning Association (APA), based in Washington DC, and WHITRAP. The purpose of this agreement is to develop a closer cooperation in, but not limited to, four principal areas:
1. Sharing of expertise to assist in such activities as education, demonstration projects, panels and events.
2. Disseminating best practices in urban and regional planning, research results and other information to assist government agencies and municipalities in making more sustainable decisions for their development and conservation practices.
3. Collaboration on joint areas of interest in terms of research, training methods and policies that would advance each other's mutual goals.
4. Sharing ideas and knowledge on sustainability, cultural heritage conservation and other systems that localities in the Asia-Pacific region and other regions can contribute to.

City of Ballarat (Australia)

On 26 September 2013 The Agreement on Strategic Cooperation Concerning the Implementation of UNESCO's Recommendation on the Historic Urban Landscape (HUL) was signed between the City of Ballarat (Australia) and WHITRAP. The aim of this agreement is to develop collaborative partnerships between city and municipal governments, heritage conservation bodies and academic institutions and research centers in the Asia-Pacific region, in order to implement the strategy for urban-rural development planning and historic conservation for Ballarat based on the HUL approach.

On November 2014 was published the Preliminary Ballarat Strategy a a guidance policy for management and decision making of the city during the next 30 years. One of the fundamental basis for this initiative is the HUL approach, which allows to address the management of change for this city’s landscape, which integrates also community, development and conservation in the way forward to the future of Ballarat.

Willowbank's Center for Cultural Landscape (Canada)

On 15 July 2013 a Memorandum of Understanding for Cooperation in Research on Cultural Landscape Theory and its Application to Historic Urban Landscape (HUL) was signed between Willowbank's Center for Cultural Landscape and WHITRAP. The objective of this agreement is to conduct research on the theory and application of HUL approach within the broader context of Cultural Landscape Theory. This will be developed by the sharing of expertise, the dissemination of best practices in the application of HUL approach, as well as through collaboration on joint areas of interest related to cultural heritage conservation practices and other systems within the Asia-Pacific region and other regions.
